Open your desired image/photo in Adobe Photoshop
I am choosing this image
Open Layers or press F7 (shortcut to open layers)
Now, lets convert the new Background Layer into black and white.
(For this we'll use a shortcut CTRL+Shift+U, or just go to image->adjustments->desaturate)
Right click on Background layer and choose "Duplicate layer". OR Press Ctrl+A, then Ctrl+C then Ctrl+V to get a Duplicate Layer
Now, Click on the new layer and press Ctrl+I to invert, and after that set layer mode on color dodge.
Now, Add a Gaussian blur filter (Filter - Blur - Gaussian blur...) on that layer with a radius of 2.0px (or +) and if necessarily decrease or increse opacity
